How to fix ps3 yellow light

i got a yellow light on my ps3 i checked and it wasn't the hard drive problem,now someone told me that it might be a system failure if so how can i fix it,because my ps3 is japanese and right now i live in kazakhstan(i bought it in u.s.) and searched my whole city to find the place to get it fixed if someone knows how to fix this system failure,please tell me how?
