Is a competitive inhibitor a type of substrate?

In substrate binding to enzymes, I understand that bodies blocking substrate binding to active sites on enzymes are competitive inhibitors, and when the substrate binds to the enzyme at a different site and prevents the substrate from binding, it is noncompetitive inhibition. However, would this make competitive inhibitors and noncompetitive inhibitors substrates as well? Or at least types of substrates?
